The authors' scrutiny-management technique supports managers and IT developers to systematically address privacy and accountability issues when designing software for the online delivery of health services--specifically, psychosocial care. Their technique is based on scrutinizing two core information flows in the organization: privacy expectations and accountability compliance. The technique supports managers and designers in understanding these flows and their points of connection between core stakeholders: society, management, staff, and community peers. With the adoption of an overarching scrutiny framework, community providers can work systematically to balance the requirements of privacy and accountability.
