3 Program Agenda 21 został przyjęty w 1992 r. na konferencji „Środowisko i rozwój” w Rio de Janeiro (Szczyt Ziemi). To obszerny, liczący prawie 600 stron dokument, oparty na 27 zasadach Karty Ziemi, przedstawiający porozumienie osiągnięte przez 179 państw. Wzywa on społeczność międzynarodową do wspierania wszelkich działań służących wprowadzaniu w życie trwałego i zrównoważonego rozwoju i zawiera zbiór skonkretyzowanych rekomendacji dla krajów członkowskich ONZ i organizacji międzynarodowych. Wdrażaniu zasad zrównoważonego rozwoju na poziomie jednostek samorządu lokalnego służy Lokalna Agenda 21. Lokalna Agenda 21 jest podstawą zagwarantowania społeczności lokalnej właściwego poziomu życia, respektowania praw i zachowania czystego środowiska naturalnego.
