The deployment of mobile multimedia broadcast services like mobile TV over cellular networks has just started. The coverage in terms of delivered quality per receiver is an important measure to evaluate the experienced quality. In order to provide a reasonable quality for all receivers in a network cell, we analyze graceful degradation techniques in Rel. 6 of 3rd Generation Partnership Project's (3QPP)...
A new method for fast channel switching in a hybrid unicast/broadcast Mobile TV system is introduced. In case of a channel switch between broadcast channels, a channel switch frame is requested and delivered via a unicast connection. Using this technique, the waiting time for the next I-frame of the new channel is eliminated fastening the channel switching process.
In this paper, we provide some recent extension to the scalable subband/wavelet video coder MC-EZBC. The enhanced MC-EZBC employs an adaptive motion-compensated temporal filter (MCTF) framework. Directional I-BLOCKs and overlapped block motion compensation (OBMC) further improve MCTF efficiency. A scalable motion vector coder based on CABAC is shown to improve the overall performance at low bitrates/resolution...
We present an approach for accurate estimation of the reconstruction distortion in SNR scalable video coding with drift. Based on a linear model of predictive video coding, we derive an algorithm to quantify spatio-temporal drift properties subject to prediction structure and motion information. This allows for low-complex estimation of the reconstruction distortion on a per-block basis. The accuracy...
We present a multiple description video coding scheme based on H.264/AVC. Each description is independently decodable by a standard compliant decoder, and mutually refining decoding of more than one description is possible with moderate pre-processing on the bit stream level. The scheme allows for fine-granular control of redundancy. Scalability is added by enabling the tools defined in the scalable...
