Treść nowej dyrektywy w sprawie baterii i akumulatorów oraz zużytych baterii i akumulatorów uzgodniono po ponad dwóch latach od zakończenia etapu pierwszego czytania w kwietniu 2004 r. przez Parlament Europejski. Świadczy to o istotnych różnicach zdań w trakcie prac, a pośrednio wskazuje na możliwość wystąpienia różnych problemów w toku wdrażania jej postanowień.
Zgodnie z nową dyrektywą dotyczącą baterii i akumulatorów oraz ich odpadów, wszystkie kraje członkowskie UE zobowiązane są do osiągnięcia 50-procentowego poziomu recyklingu baterii stosowanych przez konsumentów do 26 września 2010 r. Dodatkowo muszą osiągnąć 65-procentowy poziom recyklingu akumulatorów ołowiowo-kwasowych oraz 75-procentowy - akumulatorów niklowo-kadmowych.
