This chapter presents management‐level frauds, which all results in the greatest financial losses. The reason is that managers and executives have more authority and therefore greater opportunity to exploit or override controls than those who work under them. This chapter discusses a number of common T&E schemes such as falsifying receipts, making multiple expense reimbursement claims, which can be committed at the management level. Bribery, though widespread in the United States and around the world, is illegal, and violates most organizations’ business standards and codes of ethics. All U.S.‐based organizations are also subject to the federal Foreign Corrupt Practices Act—a stringent federal law that is being enforced with increased vigor by the U.S. Justice Department and the Securities and Exchange Commission. The key to minimizing management‐level fraud risk is building specially‐designed controls based on the assessment of actual fraud threats to one's organization.
