Auf der Basis öffentlich verfügbarer Daten zu den Ausschreibungen für Tertiärregelleistung in der Strom-Regelzone Schweiz versucht die vorliegende Analyse, das Erlöspotential aus der Leistungsvorhaltung in diesem Marktsegment abzuschätzen. Hierfür werden Gebotsstrategien definiert und mittels Backtesting auf den Analysezeitraum (Juni 2010–Dezember 2013) angewandt. Verglichen werden dabei eine Reihe von deterministischen Strategien, die auf der jeweils beobachteten Preisverteilung des Vortags bzw. der Vorwoche aufsetzen, sowie eine modellbasierte Strategie, bei der der Angebotspreis mittels eines Ran-dom-For-est-Regressionsmodells aus ebendiesen Parametern und weiteren Faktoren (etwa dem Füllstand der Schweizer Speicherseen) abgeleitet wird.
Die Analyse zeigt, dass die modellbasierte Strategie hinsichtlich ihrer Erlösausschöpfung wie auch besonders hinsichtlich ihrer Effizienz den deterministischen Strategien klar überlegen ist. Unter der vereinfachenden Annahme, dass nur eine relativ geringe Regelleistung angeboten wird und dadurch die in der historischen Analyse beobachteten Maximalpreise nicht beeinflusst würden, ergibt sich im Mittel ein Erlöspotential von zwischen 6 und 8 CHF/MW/h für negative Tertiärregelleistung bzw. von zwischen 3 und 4 CHF/MW/h für positive Tertiärregelleistung.
