Das Themenfeld Anpassung an den Klimawandel hat in letzter Zeit einen Bedeutungsgewinn erfahren. Nachdem Wissenschaft und zivilgesellschaftliche Akteure seit Jahrzehnten – aber häufig ohne durchschlagende Resonanz – vor den globalen Folgen des Klimawandels gewarnt haben, hat sich die öffentliche Aufmerksamkeit in den vergangenen Jahren aus vielfältigen Gründen gesteigert (vgl. Egner 2007, Lehmkuhl 2008, Reusswig 2008). Neue wissenschaftliche Erkenntnisse und eine Reihe einschneidender Extremereignisse, etwa das Elbehochwasser 2002, die Hitzewelle 2003 oder der Orkan Kyrill 2007 leisteten dem Thema Klimafolgen und -anpassung Vorschub (vgl. Greiving und Fleischhauer 2008). Nicht zuletzt der jüngste, vierte Sachstandsbericht des Weltklimarates (IPCC 2007) unterstreicht, dass mit schwerwiegenden Folgen in verschiedensten Bereichen für Mensch und Natur zu rechnen ist (IPCC 2007, Worldwatch Institute 2007).
