Der im April 2001 von der Bundesregierung vorgelegte erste Nationale Armuts- und Reichtumsbericht hatte nachdrücklich deutlich gemacht, was in der Fachöffentlichkeit seit den 1990er Jahren diskutiert wurde: Armut im reichen Deutschland hat sich wesentlich verändert. Den „klassischen“ Armutsgruppen (Randgruppen, alte Menschen, Behinderte und chronisch Kranke) sind neue und zahlenmäßig größere Gruppen von neuen Armen zur Seite getreten. Es sind Erwerbslose im „besten Lebensalter“, Menschen mit unzureichendem Arbeitseinkommen, allein erziehende Frauen, kinderreiche Familien, Migrantinnen. Vor allem sind Kinder bzw. Familien mit Kindern zunehmend arm.
