A brief history is presented of the beginning and development of a stellarator research program in the Kharkov Institute of Physics and Technology. This program, "Uragan," is one of the largest scientific programs in the Institute. The participation of outstanding scientists I. V. Kurchatov and K. D. Sinelnikov in the development of this program is discussed. The main installations designed up to 1987 and the most important physical results are presented. The author was scientific director of the Department of Plasma Physics and Problem of Controlled Thermonuclear Reactions of the Kharkov Institute from 1966 to 1987.
