The concept of state security has evolved over the centuries, and in the last decades of the 20th century it changed its meaning particularly quickly. In view of the change in the international environment at the turn of the 1980s and 1990s and the related evolution of the perception of threats, more and more importance began to be attached to non-military security. There was a tendency to understand state security as anything that may have any connection with the threat to the state and its society. Therefore, safety is a state that gives a sense of certainty and guarantees its behavior and a chance for improvement.
