We analyze applicability of the ε" <; 0 approximation to wave propagation in active material, comparing the results to the FDTD-based calculation employing more general Maxwell-Bloch model. A method of the coherent near-field sounding of multilayered dielectric structures is studied. A method for calculating the refractive index of optical fused silica is proposed and realized. Fused silica is treated as a composite medium with nanopores in matrix with density differing from the crystalline quartz density.
