In this article as an object of study is considered the transport system and mechanism of self-organization. The subject of research is social and economic power in the mechanism of self-organization of the transport system. The essence of our suggested scientific hypothesis is that transport system of a different level has to be regarded as a whole system. So it needs complex measurement instrument for its effectiveness appraisal. We proposed that such an instrument should take into account the relations between technical, technological and managerial innovations and indicators that deals with the final results of transport systems functioning.
