At present, it is a common phenomenon that people use a mobile phone while driving, which brings hidden troubles for driving safety. This paper summarizes situation of mobile phone use in driving through literature, questionnaire survey and scenario analysis. Survey finds that over 70 percent of the drivers have this behavior and 9 percent of them has a traffic accident due to the use of mobile phone in the past two years. When drivers need to use a mobile phone, about 63 percent of drivers will use the hands-free or Bluetooth device, and most drivers will end their conversation within 3 minutes. Furthermore, the urgency of event and traffic condition have influences on driver's mobile phone use. At last, this paper puts forward some suggestion based on the summary and foreign rules, for example, mute the mobile phone to avoid passive use.
