A novel dual-layer Jerusalem-shaped element is proposed to design a circularly polarized reflectarray with a linearly polarized horn antenna. The proposed element shows an almost linear behavior and more than 500° phase variation. A 90° relative phase shift is generated by adjusting the arms of the element independently. Among these, a 316-element circular aperture reflectarray is investigated on simulation, which demonstrates a 1dB gain bandwidth of 11% and a 3dB axial ratio bandwidth of 11%.
