In next generation networks (5G for example), seamless-soft handover is to be highly supported between wireless networks regardless of the underlying radio access technology. Each network differs and might be evaluated in terms of multiple attributes like coverage area, available bandwidth, cost, etc. In such environments, users might want to apply some preferences in the selection process to promote a desired usage plan. Selecting the best network can be seen as a multiple criteria decision making problem. In this paper, we compare the performance of several multi-criteria decision algorithms in a handover that includes the complete process starting from initiation, through decision making and till traffic is re-routed to the new location. Simulations were conducted using the discrete event network simulator OMNeT++.
