With the commercial deployment of 4G technology, the Mobile Internet era comes truly. The human resource managers should conform to the trend of the times, combine human resource management with Mobile Internet and design the innovation strategies for human resource management mode. This paper chooses the telecom operator -- JLLT company as the research object, analyses the bottleneck of JLLT company's human resources management in the Mobile Internet ear firstly, then, with the help of the iceberg theory, it designs the employee competency model of JLLT company which meets the forming mode of Mobile Internet's value, finally, to build a staff team of comforting to the structure and standard of employee competency model in the mobile internet ear, based on the basic characteristics of the mobile internet, it puts forward the innovation strategies of human resource management mode, hoping to provide references fro the innovation of human resource management mode in the transition period of mobile internet.
