In contemporary days, as the society develops, more indicators tend to be unpersuasive when it comes to measuring sustainability. Moreover, in order to gain a comprehensive indicator system, the indicator per seis expected to be extensive rather than specific. In this paper, a new comprehensive indicator system (PRETEC) is created and an original model (Fu's model) combining Principal Component Analysis (PCA), Analytic Hierarchy Process (AHP), Gray Forecast Model (GFM) and Synergistic Analysis (SA) is employed to process and analyze data for the PRETEC indicator system. With PRETEC indicator system and Fu's model, the index and the thresholds of sustainability are calculated. As a result, a given area can be clearly identified as sustainable or otherwise.
