In all business fields worldwide, the concept of governance is receiving a constantly increasing attention by decision makers as a key means for business success. And, as the vital role of higher education and research institutions is playing in developed and developing countries has become well understood, governance of such institutions emerged as a necessity for country progression. With such an understanding, this paper aims to shed the light on a key area of governance; that is information technology governance (ITG). The paper is divided into two main parts: the first provides a brief background on the topic and positions ITG within the wider scope of governance; and the second part examines the state of ITG in one of Egypt Research institutions using the leading ITG framework - COBIT 5. With minor exception of those processes that are governed by regular laws, results showed a very low capability of IT processes on the average.
