For the purpose of upgrading the collaborative emergency ability of government in the tier of towns, realizing emergency resource share, emergency cost reduction and emergency efficiency improving. Firstly, taking the goal as minimizing the total cost in collaborative areas, set up a storage-transportation mixed nonlinear program model wherein the material quantity of storage and distribution are decision variables. Secondly, aggregated the towns of Fangshan District to five collaborative areas on the base of geographic vicinity, according to the flood annals of 58 years from 1949 to 2006, sorted the flood models to happened singleness and simultaneity, accounted the probability of two models respectively, estimated the demand quantity of emergency material (food/water, quilt/clothes and medicine) in every town by considering the population and flood destruction degree in addition. Finally, solved the model and analyzed the changing trend of total cost under different guarantee rate.
