In Data Network operation, Busy Time is the point which is difficult for Service Providers (SPs) to control user's Quality of Experience (QoE). As the most important Key Performance Indicator (KPI) for data services, Busy Time Throughputs (BTT) per call becomes the focus in network optimization. In view of this situation, this paper puts forward a QoE-based Busy Time management structure, which could detect the Busy Time in real-time adaptively and evaluate QoE at relevant period to find out whether the QoE is effected by the decline of BTT per call. Replace the traditional experience-based Busy Time judgment, by the effective measurement and management of Busy Time, SPs can carry out relative policies on network in corresponding time and improve the average QoE value. At the end of this paper, typical data network WCDMA is taken as an example to validate the availability and efficiency of this structure by improving the QoE evaluation.
