This paper aims to study on the estimation of international competitiveness of cargo airlines, in order to find out the underlying causes of China cargo airlines' international market share decline, so as to provide basis for decision making of development strategy adjustment to cargo airlines. Based on the view of the competitive advantage theory, this paper attempts to establish an index system of the cargo airways' international competitiveness and studies the firm, Air China Cargo, by using empirical analysis. The results and analyses tell that the Air China Cargo should expand its international route network, establish and improve its IT system, give priority to the development of international express delivery business, introduce the concept of modern logistics management, Air Cargo Revenue Management (ACRM) in to the firm, and develop the e-freight. Also should gain more support from CAAC, Customs and local governments.
