Temperature-Vegetation Dryness Index (TVDI) is the most important index in describing the soil moisture. Available TVDI calculation depends on the remote sensing data and computational algorithms. With a partial updating of the algorithms and remote sensing data, it needs to recompile and redeploy the implementation of the TVDI calculation, which contains duplicated work and can't take full use of the available information resources. This research is focus on how to reuse the soil information under the internet environment. In this paper, all research based on the Web Service and workflow technologies and implementation uses the Windows workflow foundation model as the modeling language. In the end, taking Wuhan as a study area, the TVDI calculating workflow model is built up for soil moisture, then we discuss how to update the TVDI workflow model to fit the different spatial resolution remote sensing image conditions, at the same time, keeping the original TVDI calculation workflow model and avoiding the duplicated work.
