Scientific decision-making as the main symbol of the modern management of enterprises, has been increasingly paid attention by people. Correct decision depends on many factors, we must have a sound decision-making system and comply with scientific decision-making procedures, besides, decision-makers' experience, talent and quality, the use of appropriate decision-making methods are also the crucial factors. In this paper, aiming at a large number of enterprises in the decision-making status of qualitative analysis, taking human resource outsourcing decision for example, we propose a combination of qualitative and quantitative human resource outsourcing decision-making model and elaborate specificly.
