There are many problems in the construction of network education resource currently, such as the neglect of teaching needs, duplication and lack of system design. These problems restrict the development and spread of distance education, which must be resolved. Postmodernism draws extensively Behaviorism, Cognitivism, Constructivism and other learning theories. Postmodernism advocates the spirit of people-oriented, open and sharing. Firstly, this thesis re-examines the construction of Educational Resources from the perspective of postmodernism, and presents the theoretical basis for repository construction. Secondly, we technically re-structure many elements of educational resource database, such as design, description and organization. Finally, this thesis presents the updated educational resources “three-step” system, which concludes the qualification system, the proposed assessment system and the scrutiny system. The system reflects the spirit of opening, sharing and cooperating of the education resources database.
