The paper adopts gray relation analysis to analyze Liaoning Province's technology and economy synergy development system at first, then build a non-linear differential equation mathematic model of Liaoning province's technology and economy synergy development system by using synergism and gray system modeling method, and on its basis, we use Runge-Kuta method to simulate the solution of the equation in matlab and we gain the slow variables that are the order parameters of the system by using adiabatic elimination technique. The results show that the relation among the elements of the technology innovation and economy synergy development system is clear, and the patent granted is the order parameter of Liaoning province's technology innovation and economy synergy development system, and finally the paper presents some proposals to optimize Liaoning province's technology and economy synergy development system.
