The Wyner-Ziv video coding scheme is characterized for its simple encoder design, owing to the independent encoding for consecutive frames. The previous works reported that coding the residual of a frame with respect to a reference frame reduces the input entropy and a better coding efficiency can be achieved in such a way. In this paper, we propose a new reference frame/block generation method for the Wyzer-Ziv residual video coding in which both frame-based and block-based schemes are considered. The simulation results indicate that both frame-based and block-based systems have improved RD performance with regard to the other Wyzer-Ziv techniques.
