Civil engineering is different from other products, for it is large and stable, it takes long time to build, and it is built openly. Many recognized vocational talent development models have proved to be not effective in training the civil engineering students. Aiming at to accomplish the goal that students will be qualified in their work after graduation, Zhejiang College of Construction initiated a training model, in which 3 years (6 semesters) vocational education are divided into three stage, with first two years (first 4 semesters) in campus teaching students basic theory and training them basic skill, setting aside 1 semester (fifth semester) for integrated simulation training, and 1 semester (sixth semester) for in-post practice. We call it "411" model. Taking specialty skill as its foundation, comprehensive capacity to deal with the real project as the key ability, simulation and practice as its methods, "411" model has proved suitable over five years implementation for training the students of civil engineering major such as road, bridges and water conservancy. This paper reviews the evolution, connotation and implementation of this model.
