This paper presents the rule-based system for normative monitoring of the vessels surrounding. The results of monitoring are used in collision avoidance actions. The essence of this system defines the data model of the question-answer type which is used for modeling the expert system and multi-agents presenting the moving vessels. Such type of the data model supports problem-solving processes. In the created monitoring system the data model is adjusted on the solution of the collision avoidance task and all subordinated tasks. The management of the question-answer data model is implemented similarly the data base management system and the system of programming. All system techniques are implemented as programs of the question-answer type. Used rules are extracted from International Regulation for Preventing Collision at Sea. Any rule is kept as the precedent in the knowledge base of the expert system. The automatic and automated access to precedents are used for agents and users correspondingly.
