The HC3 Government Reference Architecture (GRA) is being defined to support cost effective implementation of a network centric, reconfigurable, multi-band family of SATCOM platforms. A session in MILCOM 2007 ldquoHigh Capacity Communications Capability Terminal (HC3)rdquo was devoted to discussions on this topic. Primary GRA architecture goals are to promote waveform commonality and reuse, foster competition by enabling third party development of GRA modules, allow future technology upgrade via modular design, and enable the use of COTS and GOTS products to realize efficient terminal development. The architecture must support multiple, simultaneous, above 2 GHz waveforms including both military and commercial SATCOM. The HC3 GRA MILCOM session described architecture concepts for optimally partitioning the platform and components in a way that will maximize hardware and software reuse over multiple generations of terminals. This concept is extended here to include in the GRA the ability to implement line-of-site (LOS) as well as beyond LOS (BLOS) data link waveforms in a High Bandwidth High Throughput (HBHT) GRA platform. The goal is to establish a coordinated way ahead for the eventual absorption of existing or programmed intelligence, surveillance, and reconnaissance (ISR) data link requirements into tactical networks and terminals under development. This coordinated effort will focus on air to air, and air to ground as well as SATCOM communications to support the reporting and distribution of ISR data.
