In the knowledge-based economy, the triple helix of university--industry--government relations has constructed a new innovation model. The triple helix theory suggests that there exists a symbiotic relationship as the structure of DNA spirals among industry, university and government which are the leading actors of creative city. This paper explores the mutual relations of the three actors and their effect on innovation system based on the triple helix theory. Result shows that driving by both internal and external dynamics, the technological innovation chain of industries, the knowledge innovation chain of universities and R&D institutions and the institutional innovation chain of governments are forming an interactive and coupling relationship to promote urban innovation capability. At the same time, they remain independent and reflexive.
