As Third generation (3G) systems growing, Mobile streaming is regarded as a main 3G service of network operators. The solution of streaming that has successfully been deployed on the internet doesn't meet the need of wireless networks circumstance, Because of varying bandwidth and error rate characteristics of mobile networks, it is important to adapt transmission to available resources to guarantee the maximum level of quality. In Release 6 specification, the 3GPP standardization body has extended the RTCP message and multi- rate file format for mobile streaming services. This paper describes these extentions and puts forward some new methods to estimate the state of networks and terminals according to the information in detail. At last strategies are given to fulfill self- adaptive transmission. Results show the proposed methods and strategies can effectively adapt transmission to the available resources, consequently achieving very high video quality.
