This paper explores e-government service adoption in Taiwan and citizen satisfaction, and builds a fitting grey relation analysis model for the evaluation of bureau/department performance. This study collected 10,652 cases between 2003/7/15 - 2007/4/30 from satisfaction quantity tables in the Kaohsiung City Service On Line System (KCSOLS) database. The results of e-government research imply that, according to citizen e-participation satisfaction surveys, the selected 7 critical measuring indicators could positively evaluate the efficiency of individual organizations, and the established grey relation analysis model could fit the ranking of bureau /department service.
