Simple algebraic criteria are derived for the solvability of the combined problem of Triangular Decoupling and Disturbance Rejection (TDDR) for general neutral multi-delay systems with measurable and non-measurable disturbances, via proportional measurable disturbance feedback and measurement output feedback. Additionally, the necessary and sufficient conditions, for the problem to admit a realizable solution, are established and the general analytical expression of the realizable controller matrices solving the problem are determined.
