Customer choice behavior, to a certain extent, determines the different mode types of Internet service provided by Internet Service Provider (ISP). But this aspect is often neglected by a majority of researchers. This paper introduced a simple customer choice model in which the probability of customer choosing a type of services was the function of service subset provided by ISP and therefore, the problem of Internet service control was transformed into optimization of Bellman equation. So the problem of Internet service control could also be translated as how ISP provides the subset of Internet services to the customers at each time point. At last, the relationship between the subset of Internet service types and the residual broadband is explored.
