The United States should undertake a complete overhaul of all of its policies and programs to counter weapons of mass destruction (WMD) in state and non-state hands. Such an overhaul would encompass intelligence collection and analysis, the new Department of Homeland Security, and the Pentagon's military transformation. The successful Nunn-Lugar program would be expanded worldwide, and the WMD arms control regimes would undergo a needed revision. There are no benefits to an overhaul of the US nuclear posture. So far, the US has not undertaken the needed overhauls.
