In a rapidly changing environment, project requirements may change drastically during the implementation phase of a project. The success of the project, in the view of the customer, will be measured against the requirement on completion. The response of a project manager to changing requirements is normally reactive; the paper outlines techniques which may be used to identify initial requirements accurately and track the changes proactively.
