This paper examines aspects of the development of tourism in Paris and attempts to identify and evaluate the ways and extent that public intervention, both national and municipal, has explicitly fostered the growth of tourism in the city or actively managed its development. The three examples examined in detail--urban planning, the redevelopment of the Champs-Elysees, and the Grand Louvre--suggest public intervention in this sector has generally only come about as part of much broader urban policies and practices, particularly those promoting the image of the city and fostering its wider influence. Broader cultural and political considerations often appear to outweigh more immediate economic gains.Cet article examine quelques aspects du developpement du tourisme a Paris et cherche a identifier et a evaluer les divers moyens par lesquels le gouvernement, national et local, est intervenu dans l'amenagement touristique de Paris et a encourage ou gere de facon directe la croissance du tourisme dans la ville. Les trois exemples qui sont examines en detail--l'urbanisme, le reamenagement des Champs-Elysees et le Grand Louvre--indiquent que l'intervention publique dans ce secteur ne se fait d'habitude que comme element de politiques plus generales, notamment celles visant a l'image de Paris et a son rayonnement. Les considerations culturelles et politiques semblent l'emporter sur les benefices economiques immediats.
