Im Jahr 2000 wurden die gesetzlichen Krankenversicherungen in Deutschland verpflichtet, im Rahmen von Modellvorhaben Einrichtungen zur Verbraucher- oder Patientenberatung zu fördern. In einer ersten Modellphase wurden zunächst 30 Projekte mit unterschiedlichen Konzepten und inhaltlichen Schwerpunkten finanziell unterstützt. Aufbauend auf den gewonnenen Erkenntnissen und Erfahrungen wurde in einer zweiten Förderphase der Modellverbund „Unabhängige Patientenberatung Deutschland“ (UPD) initiiert.
