Nowadays in Russian Federation considerable attention is paid to the processes of modernization of economic system. The political leaders of the country offer to minimize dependence on hydrocarbon sources of raw materials through the development of regional socio-economic systems in terms of the cluster approach. This goal requires the development of skills of managers and improving the quality of management on the regional, federal and corporate levels. Effective management on different levels depends not only on the qualifications of senior civil servants and officials, but the level of professionalism of top managers of major companies operating in strategically important sectors of the economy of regions, on the basis of which is planned to create industrial and service clusters.
