In this paper, a unified explicit expression for the probability function with level-quantised random variables for an arbitrary random fluctuation wave is derived theoretically in a general form of statistical orthonormal expansion series. Next, based on this general theory, a new procedure is proposed for estimating the precise level distribution on the basis of stable information about the moment statistics calculated especially from roughly quantised level data.
