Skomplikowane, gdyż w ramach tego procesu ścierają się różne interesy i wartości, a organ planistyczny powinien je zważyć i w odpowiednim zakresie uwzględnić. Temu też służą takie instytucje prawne jak: (1) dyskusja publiczna, (2) konsultacje społeczne, o których mowa w niniejszym opracowaniu.
