Teza/cel artykułu - Głównym celem artykułu jest przedstawienie systemu kształtowania się polskiej bibliografii regionalnej w latach 1945-2010 z uwzględnieniem spraw instytucjonalnych, organizacyjnych, metodycznych i terminologicznych. Istotnym celem jest też pokazanie wpływu reform administracyjnych oraz organizacji krajowej sieci informacyjnej na koncepcję i rozwój tej bibliografii. Starano się również ukazać rolę wojewódzkich bibliotek publicznych oraz Instytutu Bibliograficznego Biblioteki Narodowej w praktycznej realizacji koncepcji bibliografii regionalnej w Polsce. Metody badań - Podstawą analizy były referaty, postulaty i wnioski przedstawione podczas krajowych narad bibliograficznych (1956, 1966, 1978, 1995) oraz innych konferencji poświęconych bibliografii regionalnej (1960, 1967, 1994, 1998, 2000, 2005, 2006, 2008). Wyniki i wnioski - Wskazano kilka okresów istotnych dla rozwoju bibliografii regionalnej: a) lata czterdzieste i pięćdziesiąte, gdy prace nad tą bibliografią były inspirowane przez państwo i pośrednio miały cele polityczne (Bibliografia Ziem Zachodnich i Północnych); b) lata sześćdziesiąte, gdy ustalono granice regionów historyczno-kulturowych w kraju (Pomorze Zachodnie, Pomorze Gdańskie, Warmia i Mazury, Ziemia Lubuska, Śląsk, Mazowsze, Lubelszczyzna, Rzeszowszczyzna, Kielecczyzna), opracowano podstawy metodyczne i podjęto systematyczne prace nad bibliografią regionalną retrospektywną i bieżącą jako źródłem wszechstronnej informacji o regionie; c) koniec lat siedemdziesiątych i lata osiemdziesiąte, gdy w wyniku reformy administracyjnej (49 nowych województw na miejsce 17) podjęto próbę zastąpienia regionów historyczno-kulturowych regionami administracyjnymi, czego efektem były nowe bibliografie regionalne i zmiany zasięgów terytorialnych dotychczasowych bibliografii; d) lata dziewięćdziesiąte i pierwsza dekada XXI w., gdy na kształt i organizację prac nad bibliografiami regionalnymi istotny wpływ miały zmiany technologiczne w bibliotekach. Od połowy lat dziewięćdziesiątych tworzone są bibliograficzne bazy danych według jednolitych zasad normalizacyjnych. Rozwijają się także bibliografie lokalne. O rozwoju bibliografii regionalnych i lokalnych świadczą liczby: w latach 1945-1950 średnio rocznie ukazywało się 18,8 bibliografii, w latach 2001-2008 liczba ta wzrosła do 585,8 w ciągu roku.
Objective – The article is aimed at presenting the development of Polish regional bibliography in the years 1945 to 2010 with focus on institutional, organizational, methodological and terminological issues as well as the impact of the administration reforms and the organization of national information network. The role of regional (voivodeship level) public libraries and the Bibliographical Institute of the National Library of Poland in the implementation of Polish regional bibliography project is discussed, too. Research method - The analysis covers papers, calls and conclusions dating back to national meetings of bibliographers in the years 1956, 1966, 1978 and 1995 and several other conferences on the issue of regional bibliography in the years 1960, 1967, 1994, 1998, 2000, 2005, 2006 and 2008. Results and conclusions - The following periods significant for the development of regional bibliography are defined: a) 1940s-1950s when the development of regional bibliography was inspired by the government with indirect political objectives (the Bibliography of Western and Northern Poland); b) 1960s when the borders of the following historical and cultural regions in Poland were established (Pomorze Zachodnie, Pomorze Gdańskie, Warmia i Mazury, Ziemia Lubuska, Śląsk, Mazowsze, Lubelszczyzna, Rzeszowszczyzna, Kielecczyzna), regional bibliography rules were codified and systematic development of current and retrospective regional bibliography began with the regional bibliography understood as the source of comprehensive information about a given region; c) the end of 1970s and 1980s when seventeen historical and cultural regions were replaced by forty-nine administrative regions, resulting in the launch of new regional bibliographies and changes in the geographical scope of already existing bibliographies; d) 1990s and first decade of twenty-first century when the regional bibliographies were significantly influenced by technological transformations in the libraries. Standardized bibliographical databases have been developed since the mid-nineties and the local bibliographies are thriving – in the years 1945 to 1950 an average number of bibliographies published annually was 18,8 while in the years 2001 to 2008 it rose to an impressive number of 585,8 bibliographies per year.
