Autorzy podejmują próbę przedstawienia – na przykładzie Kaszubów – doświadczeń mniejszości etnicznych w zakresie konstruowanie idei obywatelskich w dwudziestoleciu międzywojennym i po 1989 roku. Artykuł jest też próbą „sprawdzenia” aktualności koncepcji Kazimierza Sośnickiego w badaniu aktualnych problemów społecznych. Relacje mniejszości etnicznych i państwa rozpoznane zostały przez koncepcję państwa i wychowania obywatelskiego Sośnickiego. Znaczące okazały się koncepcje etosu moralnego, społecznego (grupowego) ipaństwowego, i relacje/konflikty między nimi (kolizje). Pozwoliło to zrekonstruować idee obywatelskości kolejnych formacjach intelektualnych Kaszubów. Doświadczenia kaszubskie, jako egzemplifikacja doświadczeń etnicznych, pozwoliły rozpoznać kondycję mniejszości w państwie polskim. Szczególnie interesujące okazało się pojęcie „separatyzm”, które w świadomości mniejszości jest narzędziem ograniczającym prawo do praw, szczególnie tych związanych z różnicą etniczną.
