Od uzyskania przez Ukrainę niepodległości w 1991 roku dominującą cechą jej stosunków dwustronnych i wielostronnych jest współpraca w dziedzinie bezpieczeństwa z zachodnimi sojusznikami. W związku z aspiracjami Kijowa przystąpienia zarówno do UE, jak i NATO początkowa pomoc wojskowa dla Ukrainy koncentrowała się w dużej mierze na reformie systemu obronnego, planowaniu obronnym i budowaniu zdolności. W latach 1991-2014 wspomagano Ukrainę głównie na płaszczyźnie szkoleniowo-doradczej i poza nielicznymi wyjątkami pomoc ta nie dotyczyła dostaw sprzętu i uzbrojenia, z czym jest najczęściej kojarzona. Sytuacja zmieniła się po aneksji Krymu i wybuchu walk na wschodzie Ukrainy, jednak i wówczas niewiele państw zdecydowało się na udzielenie pomocy wojskowej. Niektóre państwa otwarcie zapowiedziały, że nie wyślą Ukrainie żadnego uzbrojenia, a inne zdecydowały się na przekazanie jedynie pomocy humanitarnej. Jako odpowiedź na aneksję Krymu przez Rosję w 2014 roku i trwający kryzys we wschodniej Ukrainie oraz na prośbę rządu ukraińskiego zachodni sojusznicy znacznie zwiększyli swoje wsparcie.
Since Ukraine gained independence in 1991, a key feature of its bilateral and multilateral relations has been security cooperation with Western allies. Following Kyiv’s articulated aspirations to join both the EU and NATO, initial military assistance to Ukraine focused largely on defense reform, defense planning and capacity building. The assistance provided to Ukraine in the years 1991-2014 was implemented mainly on the training and advisory level and, apart from a few exceptions, did not apply to the supply of equipment and weapons, with which it is most often associated. This situation changed after the annexation of Crimea and the outbreak of fights in eastern Ukraine, but at that time few countries decided to provide military aid. Some countries had openly announced that they would not send any weapons to Ukraine, while others had decided to provide only humanitarian aid. In response to the annexation of Crimea by Russia in 2014 and the ongoing crisis in eastern Ukraine, and at the request of the Ukrainian government, the Western allies significantly increased their support.
