W artykule autor wskazuje, że głównym zadaniem państw UE i Polski powinno być stworzenie takich systemów prawnego, fiskalnego, celnego itp., aby podmioty transportowe były zachęcane do: przedsiębiorczości i innowacyjności, inwestowania w rozwój firm, nowej techniki i technologii, stwarzania nowych miejsc pracy i osiągania jak najlepszych wyników finansowych. Jednocześnie w najbliższej przyszłości czeka nas bardzo złożony i kosztowny program modernizacji infrastruktury i środków transportowych. W następnej kolejności autor wymienia wyzwania wobec transportu i dylematy rynku transportowego, z których najważniejsze jest pytanie, jak sprawić, aby państwo było strażnikiem szeroko rozumianej wolności gospodarczej. Problemy konkurencji na rynku transportowym, racjonalizacji transportu miejskiego i regionalnego, jakości służby publicznej w regionach oraz kierunków prac naukowo-badawczych (w ramach 6 ramowego programu badań i rozwoju) to kolejne zagadnienia omówione w artykule.
The author of the paper points out that the main task of EU states and Poland should be the creation of such legal, fiscal, customs etc. systems, that would encourage initiative and innovation activities of transport subjects, investing in the development of enterprises, new technics and technologies, creating new work places and achieving the best financial results. At the same time in the nearest future one awaits a very complicated and costly programme of modernising infrastructure and transport means. In the following parts the author specifies challenges to transport and transport market dilemmas, of which the most important is the question how to make the state to perform the role of a guard of broadly comprehended freedom of economy. Problems of competition on transport market, rationalisation of urban and regional transport, quality of civil service in regions and directions of R&D (in the 6th Framework Programme) these are following subjects handled in the paper.
