In conformity with the Directive establishing the Infrastructure for Spatial Information in Europe (INSPIRE) works aimed at implementation of the provisions of this Directive in Poland have been started. INSPIRE is created as the result of cooperation of the European Commission and national public administration bodies at various levels which will benefit from INSPIRE spatial data sets and services. The work schedule resulting from the Directive comprises three phases. The second one, called transposition phase, covers years 2007/2009. At this phase, works at the EC level focus on implementing rules adopted by the European Commission as decisions binding the Member States. On the other hand, the main task at the national level is transposition of the Directive into Polish law. The Council for INSPIRE Implementation, composed of representatives of 13 ministries and central public authorities, functioning at the Surveyor General of Poland, is involved in the transposition in Poland. The procedure of transposition adopted by the European Committee of the Council of Ministers was initiated. The work schedule provides for completing works within the term set out in the Directive, i.e. by 15 May 2009. To keep this term will not be easy due to the complexity of issues and required consultations and arrangements with the bodies participating in the procedure. The transposition should: 1)cover all provisions of the Directive related to Poland as a Member State, 2)take into account all national legal acts connected with the Directive, 3)introduce solutions adapted to conditions and needs existing in Poland, e.g. resulting from the structure of public administration, 4)facilitate future amendments of provisions related to the infrastructure, i.a. by empowering the Council of Ministers to regulate some issues of interdepartmental nature by issuing Ordinances. In the effect of transposition, the Law on spatial information infrastructure will be adopted and a dozen or so legislative acts will be amended.
