Stworzenie mechanizmów umożliwiających zaliczenie części energii wytwarzanej z wykorzystaniem stałych paliw wtórnych do energii odnawialnej jest jednym z podstawowych warunków upowszechnienia tych paliw w energetyce. Przedstawiono propozycję systemu bilansowania energii wytwarzanej w instalacjach energetycznych współspalających stałe paliwa wtórne wytwarzane z odpadów. Propozycja oparta jest o istniejący system bilansowania i certyfikacji energii odnawialnej ze współspalania biomasy. Dla określenia zawartości biomasy w stałych paliwach wtórnych zaproponowano metodykę badawczą opisaną w Specyfikacjach Technicznych CEN.
Solid recovered fuels are more frequently considered as a really interesting source of energy, because they are characterized by stable physico-chemical parameters compared to non-processed wastes. Application of solid recovered fuels (SRF) in combustion or co-combustion processes for energy production allow for saving of natural recourses of fossil fuels and also decreasing of greenhouse gases (including CO2) emission. Elaboration of mechanisms which allow for treating the part of energy produced using SRF as a renewable energy will be the chance for dissemination of solid recovered fuels utilization in energy production industry. Publication presents the proposition of the system for energy balance elaboration and certification which is produced in installation where solid recovered fuels are utilized. The proposition of the system is based on existing system of balancing and certification of renewable energy produced by biomass co-combustion. The key-point of the proposed system is reliable determination of biomass content in SRF. This aspect is very important and in fact can be decisive about development of the SRF market, especially taking into account the possibilities of renewable energy production. For the biomass content in solid recovered fuels the methodology elaborated by European Committee for Standardization has been proposed.
