Tematem opracowania jest powszechne w Polsce i na świecie zjawisko regresu przestrzeni prawdziwie publicznych - leżące u podstaw kryzysu współczesnych miast. Artykuł analizuje przypadki naruszenia równowagi między dopełniającymi się sferami prywatną i wspólną w środowisku miejskim. Opisuje przyczyny leżące zarówno po stronie agresywnego partykularyzmu - zastępującego granice barierami i utożsamiającego tytuł własności terenu z prawem do nieskrępowanego kształtowania przestrzeni, jak również w sferze architektonicznych utopii - zamieniających obszary wspólne w niczyje lub nijakie. Ukazuje fiasko strategii kształtowania przestrzeni publicznych na drodze sumowania komercyjnych inwestycji bez planowania urbanistycznego, które z kolei samo jest warunkiem niewystarczającym i wymaga dopełnienia w postaci prawidłowych rozwiązań architektonicznych i ludzkiej aktywności.
The subject matter of this study is the phenomenon of regression of truly public space, dominating in Poland in the world, which is the basis of crisis of present-day towns and cities. This paper analyses the case of breaching the balance between the complementary private and public spheres in the municipal environment. We describe the causes that exist on the side of aggressive particularism that replaces the boundaries with barriers and identifies the title to land with the right of uncontrolled space shaping on the one hand, and in the sphere of architectural utopias that change communal areas into nobody's land or insignificant areas on the other hand. We demonstrate the fiasco of the public space development strategies applied by way of adding up commercial projects, without urban planning, which in turn is in itself an inadequate condition and requires a complement in the form of correct architectural solutions and human activity.
