Komisja Unii Europejskiej dąży do przeforsowania utworzenia wspólnego rynku usług kolejowych w sektorze transportu towarowego. Nowy pakiet kolejowy nie wykracza ponad dotychczasowe propozycje, gdy chodzi o jego zakres, lecz również dotyczy czasookresu wprowadzania liberalizacji. Zgodnie z ideą tych uregulowań już w 2006 r. przedsiębiorstwa transportowe zajmujące się kolejowym transportem towarowym, mające swoją siedzibę w UE, będą mogły świadczyć swoje usługi na wszystkich trasach na obszarze UE, i to nie tylko w komunikacji międzynarodowej, lecz także na obszarach poszczególnych państw.
