Autor analizuje pojęcie zarządzania kryzysowego w kontekście sytuacji kryzysowych. Stwierdza, że zarządzanie kryzysowe jest uniwersalnym działaniem organów odpowiedzialnych za funkcjonowanie własnych systemów funkcjonalnych lub organizacji. Organizacją i systemem jest również państwo, które swoją misję realizuje z wykorzystaniem ludzi i innych zasobów, w tym narzędzi ze sfery prawnej i międzynarodowej. Tak zwany system zarządzania kryzysowego funkcjonuje na podstawie zapisów ustawy o zarządzaniu kryzysowym (w części kierowania) i obejmuje podsystemy kierowania oraz podsystemy wykonawcze. Zdaniem autora, charakterystyka działań w ramach zarządzania kryzysowego oraz ochrony ludności i ratownictwa jest tożsama, nie ma więc potrzeby opracowywania dodatkowych aktów prawnych i powoływania kolejnych podsystemów ochronnych. Doskonalenia wymagają istniejące zapisy i procedury, tak by zapewniały sprawność i skuteczność systemu kryzysowego. Ma to znaczenie dla integrowania działań podejmowanych na podstawie tego systemu, który może dotyczyć większości dziedzin funkcjonowania państwa. Najważniejszymi determinantami integracji działań ratowniczych w czasie pokoju i wojny są sprawność i skuteczność funkcjonowania państwa w celu zapewnienia ochrony ludności. Dlatego proponuje się zintegrowanie tych dwóch stanów, zwłaszcza w aspekcie odpowiedzialności tych samych organów administracji publicznej za bezpieczeństwo ludności.
The main purpose of this publication is to analyze the concept of crisis management in Polish conditions and in the context of potential crisis situations. The main thesis of the publication concludes that crisis management is a universal activity conducted by assigned entities which are responsible for functioning their own systems or institutions. The state is an organization or a system simultaneously. According to the author, this is due to fact that each state implements its own mission with regard to all factors that need to be taken into account within the security area in security area, using all necessary measures, including the human potential, law regulations, international relations, institutions and all resources and tools. The so called Crisis Management System operates on the basis of the provisions of the Act of Crisis Management, which mainly refers to the part devoted to the management of activities and includes steering subsystems and executive subsystems. In the author’s opinion, the characteristics of actions within the framework of crisis management, civil protection and rescue are the same, so there is no need to develop additional legal acts and create records establishing further protection subsystems. The existing provisions and procedures need to be improved in order to ensure efficiency and effectiveness of the crisis system. This is important for integrating activities undertaken on the basis of this system which may apply to most areas of functioning of the state. The most important determinants of the integration of rescue operations during peace and war are efficiency and effectiveness of the state in order to ensure civil protection. Therefore, it is proposed to integrate these two scenarios, especially in the aspect of responsibility for the security of the population of the same public administration bodies.
